Les Jardins Da ko T #1

Paris (20ème) — Septembre 2010

Les Jardins Da Ko T (sms language meaning the gardens next door) is a project initiated by the DPVI (Délégation à la Politique de la Ville et à l’Insertion – french municipal departement dedicated to social urban development).
Its aim is to create new collective spaces on unused parkland through micro-projects. On the long term it should consider a park on different sites in the east of the 20th district of Paris. This park would be composed by different uses that are creative levers of the city.

The objectives of this project are:

- to develop social dynamics by creating local meeting and exchanging sites amongst inhabitants in residential estates that are often withdrawn into themselves.
- to preserve and develop biodiversity, introduce nature in the city (fauna and flora). The network of those spaces will enable to comfort a green ecological link.
- to allow a gradual evaluation of the quarters of the east of the 20th district by surfacing micro-projects that were though and created with inhabitants to prefigure elements of the GPRU (1) (Grand Projet de Renouvellement Urbain). The creation of Nature + sites allows to mobilise inhabitants on micro-projects but also in a broader sense on GPRU projects.
- to enhance resources of this territory through the creation of a discovery itinerary, walk and events on the subject of nature and culture. The idea is to take a fresh look and see the positive side of these kind of spaces that are these days without uses, and even to make them a medium for new forms of tourism.

At first we initiated a workshop called Atelier d’Urbanisme Utopique with inhabitants and schools. This is a series of Bruit du Frigo projects which aim to generate ideas by inhabitants for their neighborhood. They are based on non limited expression of wants or desires: they may be utopian or realistic, small scale or huge constructions, no construction but rather a use, etc… One of the ideas expressed during the workshop, or a mix of them is then tested in 1 to 1 scale. In this case, we focused on two spots that we investigated: Le Clos Garcia and La Tour du Pin. For Le Clos Garcia, as inhabitants and schools were very interested by the idea of gardening in their neighborhood.

For making possible a real local work, in april 2010 we created a local center in Paris (24 boulevard Davout) between the two projects. After a few months of meetings and meeting people, an inhabitant association has been created for the managing and the activation of the first shared garden: Le Clos Garcia.
In order to make the citizen approve the project, we showed them the visuals and materialized zones so that everybody was able to imagine the project. In september the garden came to surface during a co-construction workshop with “Le Cabanon Vertical” (responsible for the design and construction of the hut), “Wagon Landscaping” (responsible for the design and construction of the gardening elements) and the inhabitants. The space assignment was made according to the different needs. It offers private and collective gardening zones for inhabitants, one collective gardening space for the schools and benches for passers-by to use it like a public parc. Users decided by themselves which plants they would like to grow: vegetables, aromatics, flowers and bushes sprang up. As this area is situated in public space (belonging to the social landlord RIVP) between residential blocks the garden was fenced to avoid degradations. But as soon as someone is using the garden, the gate stays open so that anyone can come in. The opening ceremony took place on the same day as the garden day, on 25th of september. Even after the garden was in use, a person was monitoring for a few months the project and let the inhabitants take it over little by little until full autonomy.

For the project at Le Clos Garcia we received financing from the city of Paris and the social landlord RIVP reaching 45000 euros and about 20000 for the Atelier d’Urbanisme Utopique. By now the second project at La Tour du Pin is still in progress.

(1) GPRU is an intervention in Paris which aim is to reclassify and integrate in a better way peripheral quarters that are characterized by a higher unemployment and lower income than the rest of the city. Its actions are:
- the enhancement of the habitat and of the urban context
- the creation of public equipment and services for inhabitants
- economical development
